The 2023 Legislative Session provides a huge opportunity to make progress in providing stable, dedicated ongoing revenue to meet our state's transportation needs. Top priorities for transportation include:

  • Quick passage of legislation granting MnDOT budget authority to spend increased federal highway funds ($315M) from the trunk highway fund, along with increased state dollars to match federal IIJA formula funds as well as providing matching funds needed for discretionary grants. 
  • Additional funding to compensate local governments for cuts in projected state aid funds from the CSAH and MSAS funds (4%). 
  • Statutory dedication of 100% of the sales tax revenue collected on auto repair parts. (Increase of $183M per year, growing to $192M in FY25.)
  • Passage of a capital investment bill with significant funding for local roads and bridges, local road wetland replacement, transitways, ports and waterways, rail and air. 
  • Increased ongoing revenue through implementation of new user fees and increases in existing transportation revenue sources.
